Nov. 10, 2015: Governor Christie Signs Healthcare Bills


Gov. Christie signed into law the following bills:

  • A-4167 and S-2751, sponsored by Assemblyman Joseph Lagana (D-Paramus) and Sen. Peter Barnes (D-Edison), which requires the Department of Human Services to notify enrollees in Programs of All-Inclusive Care for the Elderly or PACE of Medicare eligibility.
  • A-4168 and S-2750, sponsored by Assemblyman Joseph Lagana (D-Paramus) and Senator Peter Barnes (D-Edison) which requires providers to submit to DHS expenditure details of enrollees in the Program of All-Inclusive Care for the Elderly or PACE.

NJHA achieved amendments to A-4168 to remove the language referring to a "pre-PACE" program, which New Jersey does not have, and to extend the effective date to one year after enactment to allow PACE programs more time to collect data.

The governor also conditionally vetoed legislation strongly supported by NJHA that would require any new ambulatory surgery center (ASC) to partner with or be owned by a New Jersey hospital. Sponsored by Assemblyman Herb Conaway (D-Delran) and Sen. Richard Codey (D-West Orange), A-4476/S-2876, would close the loophole in current law that requires new ASCs to have a relationship with a hospital, but not specifically a New Jersey hospital. The governor's recommended changes would change the implementation date of the proposed legislation to the effective date of the law.

NJHA will advocate for the passage of the legislation with the governor's recommended changes.
