Local Project Overview
The Covering Kids and Families project in New Jersey addresses needs at the local level through the work of three local community pilots. In addition to their unique features described below, all local projects offer local level NJ FamilyCare trainings, targeting healthcare staff as well as community outreach workers in their service areas, and provide direct outreach and application assistance to families, using bilingual and multilingual outreach staff.

Pilot 1: Essex, Bergen, Middlesex and Union Counties and the City of Newark

The service area of this local project covers four counties in northern New Jersey that are densely populated urban areas and are characterized by neighborhoods struggling with fragmented services, crumbling infrastructure, poor schools, high levels of drug abuse and violence. The region is racially and ethnically diverse and has large immigrant communities from many countries. This local project has two components administered by separate agencies. Using an extended network of community organizations, Gateway provides technical assistance on active outreach and NJ FamilyCare enrollment to community and professional agencies. It also provides extensive off-site outreach and direct application assistance to working families in all sectors of its service area, targeting schools and faith-based organizations and incorporating an NJ FamilyCare component into other outreach efforts. Kids Corporation's outreach activities are focused on Newark schools, specifically through summer camps and school-based clinics. It identifies children without healthcare coverage attending Kids Camp, contacts every uninsured family and provides assistance with completing the NJ FamilyCare application. It also assists enrollment of the uninsured through presumptive eligibility when making referrals for medical care, working closely with providers' office staff and referring them to Gateway for training. Kids Corp. also identifies site-based coordinators (school nurse, principal or PTA president) at Newark elementary schools and youth service agencies to provide applications and answer basic questions about NJ FamilyCare. Some are also trained as NJ FamilyCare outreach workers.

Pilot 2: Hudson County
Administered by Hudson Perinatal Consortium, Inc.

The service area of this local project covers Hudson County, another very poor urban area in the northeastern part of the state with a predominantly Hispanic population and many undocumented immigrants. Hudson ranks first in the state and eighth in the country in the number of foreign-born residents. Hudson Perinatal Consortium implements this local project in close collaboration with a federally qualified health center, the Jersey City Family Health Center. The local project has stationed outreach workers at six hospitals in Hudson County that have reported a high volume of ER utilization by uninsured or underinsured families. It extends normal service hours of outreach and application assistance (including presumptive eligibility enrollment) in these hospitals to include Friday evenings and Saturdays. Outreach workers also spend time in the community providing application assistance, including home visits. Presentations and application assistance are also offered at retail stores, factories and restaurants; through an existing community-based outreach vehicle; and in coordination with Hudson County Board of Social Services, Jersey City Public Schools and faith-based institutions.

Pilot 3: Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester and Salem Counties
Administered by Southern New Jersey Perinatal Cooperative, Inc. (SNJPC)

The service area of this local project covers a few urban areas and the most remote and poorest rural parts of seven southern counties of the state, with many immigrant and migrant workers and some of the lowest enrollment rates in the state. This local project has established on-going relationships with the community agencies and groups who are trusted by the Hispanic/immigrant communities. It offers enrollment training and technical assistance and provides direct outreach and application assistance for families, focusing on immigrant communities and seasonal workers. In addition, SNJPC has developed a standard referral form and reaches out to professionals and financial counselors in area hospitals to establish a referral system for uninsured patients needing NJ FamilyCare application assistance. Other local projects utilize the standard referral form developed by this local project as well. SNJPC also works closely with the seven County Boards of Social Services to coordinate transition from one public coverage program to another when TANF benefits end or other family circumstances change.
