Feb. 28, 2018: Webinar Addresses 2015 Medicaid DSH Audits


Myers and Stauffer held its web-based training today covering the fiscal year 2015 Disproportionate Share Hospital audits.

For FY 2015, the following timeline was announced:

  • Surveys will be uploaded in mid-March
  • Surveys will be due 30 days later
  • Desk reviews will be conducted in April-June
  • On-site/expanded reviews are slated for July-August
  • Draft reports to the state are due by Sept. 30
  • Final reports are due to the Centers for Medicare and Medicaid Services by Dec. 31.

The 2015 DSH surveys will be almost identical to those used for 2014. However, some changes noted for 2015 include:

  • The cost report worksheet G contains a new column for inpatient routine charges and outpatient ancillary charges. These charges are only informational and do not flow into any calculations.
  • There is a new survey edit on DSH survey part II, section H, in-state Medicaid and uninsured, column AY – a percentage survey to cost report totals column. The percentages listed in this column are calculating total in-state and out-of-state days and charges divided by total cost report days and charges by cost center and in total.

The auditors also emphasized payments should be separately identified between Medicaid fee for service, Medicaid managed care, Medicare traditional, Medicare managed care, private insurance and self-pay payments.

Myers and Stauffer will send an e-mail to the designated hospital users notifying them when they can access their surveys on the Myers and Stauffer Web Portal.
